Case Officer in Area Protection

The County Administrative Board's approximately 300 employees work as the government's representative at the regional level. The Nature Conservation Unit is the largest of the County Administrative Board's seven units. Here we work, among other things, to preserve biological diversity, promote outdoor life, establish and manage nature reserves, maintain our mountain trails, manage our wildlife populations, address reindeer husbandry issues, and conduct supervision and issue permits. Our team consists of experts in these areas who are eager to share their knowledge.

Description

The County Administrative Board is looking for a structured and committed case officer with good judgment and experience in area protection.

One of the County Administrative Board's tasks is to lead and coordinate the regional work regarding nature conservation, biological diversity, outdoor life, wildlife and predator management, invasive alien species, and marine and aquatic environments, based on the responsibilities of various stakeholders. The regulations specify that County Administrative Boards should prioritize the protection of forests and aquatic areas with high natural values.

The work with area protection is placed within the nature conservation function, one of the four functions of the Nature Conservation Unit. The Area Protection working group primarily works on establishing and deciding on nature reserves and writing nature conservation agreements. The work is based on the National Strategy for the Formal Protection of Forests, the National Strategy for the Protection of Lakes and Watercourse Environments with High Natural and Cultural Values, and with consideration to property rights and the government's direction on voluntary formal protection. The working group currently consists of thirteen people.

Responsibilities

You will primarily analyze and revise older decisions regarding regulations and management plans in terrestrial natural environments in Jämtland County. Other tasks within the function's area of responsibility may also arise.

Your work will include maintaining ongoing dialogue with landowners, Sami villages, and area managers, conducting field visits, presenting proposals for revised regulations, ordering property investigations, valuations, and negotiations for compensation for encroachments, as well as writing new revised decisions and management plans for decision presentations. The work also includes maintaining statutory register management in DINO and other IT support such as ArcGIS and webGIS.

The daily work takes place within the area protection working group. Regular check-ins will also occur with colleagues in other units. The work with area protection places high demands on collaboration and sensitivity to capture feedback from authorities, landowners, managers, affected Sami villages, and other stakeholders. Regular collaboration takes place with the Swedish Environmental Protection Agency.

Qualifications

We are looking for someone with post-secondary education in natural sciences, forestry biology, or another education that the employer deems equivalent. You should have at least three months of work experience in areas relevant to the role. The work requires experience in using ArcGIS or similar. Since the work involves travel, a B driver's license is also a requirement.

It is advantageous if you have experience in:

  • area protection within a government authority (establishment process)
  • writing decisions on nature reserves
  • writing management plans for different types of nature
  • administration within an authority (registration, presenting decisions)
  • project-oriented work
  • ArcGIS Pro

As a person, you are receptive to others' opinions, have good collaboration skills, are meticulous and structured, and demonstrate good judgment in your official capacity. You are also goal- and results-oriented with a good ability to formulate well-motivated decisions without getting bogged down in details.

Conditions

The position will be filled on the condition that special grants are received from the Swedish Environmental Protection Agency for 2026. The position may be extended in 2027 depending on continued funding.
